California's Low Cost Auto Insurance Program Provides Affordable Insurance for Those Eligible

Auto insurance is a requirement if you have a valid driver's license and drive a vehicle in the state of California. The California Low Cost Auto (CLCA) Insurance program is a state-sponsored program that makes auto insurance more affordable to those meeting eligibility requirements.

To qualify, you must 1) have a valid California driver's license; 2) own a vehicle valued at $25,000 or less; 3) meet income eligibility guidelines; and 4) be at least 16 (under 18 must be legally emancipated) or older.

Maximum income requirements are based on the size of your household. As of 2026, that maximum is $39,125 for a household size of 1, $52,875 for two, $66,625 for three, $80,735 for four and so on.

Annual premiums vary by county. If you live in Ventura County, have been licensed continuously for 3 years and are not a 19-24 years of age and unmarried, your annual premium is $272 ($340 if you are an unmarried 19-24 year old).

While the premiums are great, the coverage is very limited. A basic policy includes only $10,000 per person and $20,000 per accident for bodily injury or death and up to $3,000 for property damage. Comprehensive and collision is not included in these policies.

Statutory minimum insurance requirements for California drivers is $30,000/$60,000 for bodily injury/death and $15,000 for property damage in 2025 through 2034, increasing to $50,000/$100,000/$25,000 in 2035.

Once again we expect numerous spectacular residential holiday light displays throughout the Conejo Valley and surrounding areas this 2025 Christmas season! We've compiled this list of displays that are synchronized to music and/or are particularly bright, eye catching or noteworthy. This list is growing daily, after we confirm a display is up and running.

CONEJO VALLEY DISPLAYS

Residential 50,000 light and music display on Via Patricia (cross street Via Ricardo) in the Dos Vientos section of Newbury Park is back up and running this year. Simulcast to music on 89.7 FM. Perennially one of the most entertaining displays around town.

A visually appealing holiday light display at a residence on Flaming Star Avenue and Shenandoah Street in Thousand Oaks (take Lynn Road to Avenida de las Flores and head west) is back again this year for the holiday season. Light, bright and fun!

Fun animated residential display simulcast to music at a home on Mapleleaf Ave (cross street Madrid) in Newbury Park. Music simulcast on 97.7 FM.

Very bright display with large Rudolph, snowman and other features at 982 Golden Crest Avenue in Newbury Park. Neighboring home is also very bright and festively decorated, with giant Rudolph. Bring an unwrapped toy for their Toy Drive and/or make a financial donation to the High Fives Foundation, supporting athletes in recovery,. Photos with Live Santa December 5, 7, 12-14, 19, 21-23 from 6-9PM (weather permitting). Local Station 32 firefighters may also stop by, when their schedule permits.

Fun, festive, colorful, synchronized light display at 538 Brisbaine Avenue, Newbury Park 5PM-10PM nightly. Simulcast to music on 100.5 FM.

Once again this year, there's a particularly festive, brightly lit residence on Shetland Place in the North Ranch section of Thousand Oaks. While you’re there, drive Upper Ranch Road and Golf Course Drive for some festive lighting on some beautiful trees.

The Tattersall Team invites the public to its Holiday Light Show every Friday/Saturday/Sunday in December from 5:30-8:30PM at 4903 Pathfinder Avenue, Westlake Village. This fantastic show, which took a breather in 2024, features fun decorations, lights, music and faux snow. Bring non-perishable food and unwrapped gift donations for the local Manna Food Bank. Great one to bring the kids to….lots of cartoon character decorations and a great area to park the car, stroll and enjoy. Take Arneill to Dunnigan St, east to Gemini Avenue.

Huge and awesome neighborhood display in the area of Timberdale and Pinedale Roads in Moorpark (just west of Moorpark High School, off of Countrywood Drive). Dozens of homes decorated in bright lights and decorations.

Auburn Lane Community at Summerwood Avenue (at Cochran) in Simi Valley has thousands of Christmas lights strung from house to house over the streets of the entire neighborhood and most every home is decorated. 12/7-12/26: Oxnard Christmas Tree Lane along F & G Streets between 5th and Palm in the Downtown Oxnard Historic District is a perennially great display you need to experience. Nightly 6PM-10PM

Winter Wonderland Holiday Display at 469 Highland Road in Simi Valley has well over 100, maybe 200 figurines and happy characters throughout the yard. Cross street Sinaloa, south of Royal.

Candy Cane Lane is a group of homes located in the vicinity of Lubao Avenue at Oxnard Street in Woodland Hills that has been fun to drive through for over 60 years.

Huge and awesome neighborhood display in the area of Timberdale and Pinedale Roads in Moorpark (just west of Moorpark High School, off of Countrywood Drive). Dozens of homes decorated in bright lights and decorations.

Auburn Lane Community at Summerwood Avenue (at Cochran) in Simi Valley has thousands of Christmas lights strung from house to house over the streets of the entire neighborhood and most every home is decorated. A home on Fieldcrest Drive in Camarillo (between Spyglass Way and Sundance Way) has a fun, bright, light show and other entertaining features.

12/7-12/26: Oxnard Christmas Tree Lane along F & G Streets between 5th and Palm in the Downtown Oxnard Historic District is a perennially great display you need to experience. Nightly 6PM-10PM

Winter Wonderland Holiday Display at 469 Highland Road in Simi Valley has well over 100, maybe 200 figurines and happy characters throughout the yard. Cross street Sinaloa, south of Royal.

Candy Cane Lane is a group of homes located in the vicinity of Lubao Avenue at Oxnard Street in Woodland Hills that has been fun to drive through for over 60 years.

Building of the Norwegian Grade from Conejo Valley to Camarillo 1909 to 1911

This historic photo and information was generously provided by Gerry Olsen, grandson of Nils Olsen, one of the original settlers in the Conejo Valley in the 1890s.

Back at the turn of the 20th century, farmers in the Conejo Valley grew dry crops like barley and wheat and had to take their harvest to Port Hueneme/Oxnard via horse-drawn wagons. Their only routes were the treacherous Potrero Road or down the unpaved Norwegian Grade to Santa Rosa Road.

So in 1909, with a $60 donation from the county to purchase dynamite, Norwegian families Olsen, Pedersen, other volunteers and paid helpers blasted into the hillside from Nils Olsen's property, 1 1/2 miles down to Santa Rosa Road.

It took two to three years to finish the project using the dynamite, manual labor and horse-drawn earth moving machines called Fresno Scrapers (named after a Scottish chap in 1883 who formed the Fresno Agricultural Works to manufacture it).

I used to run up the grade from time to time and that was a pretty tight squeeze, with its steep descent and cactus on the side of the road. While most of us take the 23/101 freeways to get to/from Thousand Oaks/Moorpark/Camarillo these days, the Norwegian Grade provides an alternate 2-lane route with a direct linkage to the gritty Norwegian settlers who had the guts and determination to build it.
